SGL Group market tests redevelopment funding and management options at Casey facility

The City of Casey has retained consultants the SGL Group to assist with market testing future funding opportunities for redevelopment and operation of indoor sport courts at the Casey Indoor Leisure Centre (CILC) in Cranbourne, Victoria.

The Centre currently incorporates six indoor sport courts, reception, offices, kiosk, spectator seating and amenities/change facilities.

The Ccentre has been operating profitably for more than 20 years under a management lease arrangement through the operation of winter and summer basketball and netball competitions catering for more than 750 teams each week. In the long term demand is expected to continue to increase with the

Casey population growing from its current of 258,800 to approximately 450,000 in the next 20 years.

Due to significant current demand for more sports courts, the Council has completed a redevelopment plan to add a further four courts to the Centre plus new entry and amenities. However, due to significant other capital works funding commitments it is looking to test the opportunities for capital investment in the improved facilities in return for future management lease rights.

The market testing project is being conducted to gain an understanding of potential market interest, future best approach and likely terms and conditions associated with a suitable partner organisation providing a financial contribution towards the Project.

Involvement by companies in providing advice and associated potential terms and conditions for investing funding in such a project is non-binding and will be treated as market testing advice only.

Information submitted by any party will only be used to inform Council of options and opportunities and not be used for future reference in any tender bid process.

Respondents to the market testing request are assured Council is prepared to consider a broad range of options and opportunities in relation to future management and funding of the CILC redevelopment. It has developed a preferred expansion concept plan and capital cost estimates to help inform and provide an overview to potential expansion of the required extra indoor sport courts and associated amenities and service areas.

In agreeing to market test this concept and seek industry insight to help canvas best options and opportunities Council may also consider modifications to the redevelopment concept plan and layouts, capital cost and funding options.

Respondents should feel free to offer advice on these matters as it is essential that all options are considered as part of the market testing process.

Responses are required by 4pm on 29th June 2012.
