New Perth Stadium design proposals received

Three consortia, representing some of the world's leading stadium designers and builders, have submitted their fully costed and comprehensive proposals for the new Perth Stadium and sports precinct.

Each proposal to design, construct, partially finance and maintain the stadium and precinct is several thousand pages long and will now undergo a rigorous evaluation process over the next four months, with the successful design to be announced mid-2014.

The proposals have been provided by three private sector consortia - Confidem, Evolution and WESTADIUM - which have been involved with projects such as the London 2012 Olympic and Paralympic Games Stadium, the Singapore Sports Hub and the Adelaide Oval redevelopment.

Western Australian Sport and Recreation Minister Terry Waldron said an expert panel, including senior representatives across Government and independent experts, will now review and evaluate each proposal against a detailed set of criteria.

Minister Waldron explained "this is another important and exciting milestone for the successful delivery of this world-class venue.

"Each consortium has spent the past five months preparing their fully priced response addressing the detailed set of specifications issued by the State.

"During this time they have spent more than 100 hours in face-to-face meetings with the State project team in the interactive tender process.

"The key consideration for the State is that the selected proposal delivers a solution that meets our requirements and provides value for money for the Western Australian community.

"Delivering a venue that provides a fan-first experience for West Australians remains a primary focus."

Minister Waldron said once the preferred respondent or respondents had been endorsed by Cabinet, there will be a period of negotiating before the successful consortium was chosen to sign a contract ahead of an announcement in mid-2014.

The Evaluation Panel and the consortia remain under strict probity and confidentiality guidelines until the contract is awarded in mid-2014.

Once awarded, the design development phase will commence. Construction on the 60,000-seat, multi-purpose stadium and sports precinct is expected to start by the end of 2014 and be completed in time for the start of the 2018 AFL season.

The pre-construction site works program is now more than 50% complete and on schedule for completion by December 2014.

Public transport infrastructure works are also well under way and tender proposals for the Victoria Park Drive bridge and road works are due to be released before Christmas.

Each of the consortia are working to a Design-Build-Finance-Maintain procurement model chosen by the Western Australian Government.
