Management Services - Danny Fawley Centre for Health & Wellbeing at St Kilda Football Club, Moorabbin

The St Kilda Football Club is seeking proposals, through an Expression of Interest (EOI) process, from qualified organisations for the Management Services of the Danny Frawley Centre for Health and Wellbeing (DFC). The DFC will be located at the home of the St Kilda Football Club (STKFC), the RSEA Park, on Linton Street in Moorabbin.

Respondents to the EOI will have the ability to submit for all or some components of the DFC. Through the EOI process, the STKFC will choose to appoint a single Contractor or a variety of Contractors for the operation of the DFC.

The Respondents have the ability to provide an EOI response for the following options:

  • The Gymnasium and Mindfulness Room

  • The Rehabilitation and Recovery Area

  • The Allied Health Area

  • The Aquatics Area – inclusive of the Warm Water Pool and 25m Lap Pool

  • Multiple components

  • All components

The expectation will be that the appointed Contractor or Contractors will manage the Centre and its components in line with the expectations outlined within the Specifications document.

1.0 Centre Development and Operational Commencement
The DFC is currently under construction and, once built, the Centre will complete the “members’ wing” of the STKFC’s home at RSEA Park. The DFC is being constructed in two (2) stages, as outlined below:

Stage 1 of the DFC
The expected completion date of Stage 1 is February 2022, with the Centre fully operational in the first week of March 2022 and will consist of two (2) levels, being:

Ground Level - is a community indoor aquatic centre comprising a 4-lane 25m Lap Pool and a Hydrotherapy/Warm Water Pool (Aquatics Section), as well as a 130m2 space for a Rehabilitation & Recovery Centre.
First Floor - is the Wellbeing Centre and will be operated by partners of the STKFC.

Please Note: The Wellbeing Centre will be occupied by STKFC personnel and does not form part of the EOI process.

Stage 2 of the DFC
The expected completion date of Stage 2 is October 2022. Stage 2 of the development will consist of two (2) levels, being:

Ground Level - will comprise a large community gymnasium of approximately 300m2
First Floor - will be an Allied Health Centre, consisting of seven (7) consulting suites, a programming room, wellness studio, and a reception area.

2.0 Overview of the Service
Expectation of Contractors

It is an expectation that the successful Contractor or Contractors will operate the Centre and/or its components in a way which is aligned to the Purpose, Vision, Objectives and Philosophy of the Centre as a whole. There is also an expectation the Contractor will need to work effectively with key stakeholders and partners of the STKFC in sharing access to the facilities.

The successful Contractor or Contractors will have extensive experience in the community or commercial gymnasium, aquatic and/or within the health and wellbeing sector in delivering programs and services that are applicable to the DFC’s facilities. The Contractor or Contractors will have a proven track record in maximising participation in the gymnasium, aquatic and health and wellbeing sectors, particularly in transitioning into and launching new facilities and services.
