Japan to host 2019 Rugby World Cup?

Rugby World Cup Limited (RWCL), the organisation that owns the commercial rights for the rugby union World Cup, has recommended to the International Rugby Board that England should be host in 2015 and Japan host in 2019.
RWCL made the recommendation in a report which will be considered by the IRB before the latterâs final decision on the 2015 and 2019 hosts, to be announced on 28th July.
RWCL chairman Bernard Lapasset said, âEngland and Japan would provide the best balanced combination of hosts for the continued worldwide development of the game.�?
Lapasset added that a tournament in England would generate the most money for the IRB, thanks to a strong commercial program and predicted strong expected attendances. He said a Rugby World cup in Japan would aid the development and expansion of the game in Asia.
A press release announcing the recommendation said it came after âa comprehensive tender analysis process involving detailed technical and strategic evaluation and independent financial, commercial and legal analysis of each of the tenders�?.
